Why not John Lynch?
He's a hard hitting safety who can do it all. We can move Grant over to Free Safety, where I believe he could be successful. Also Lynch fulfills Ruskell's requirements in regards to player character and conduct.
He's a nine time pro bowler who went to the pro bowl each of the last four years. He is currently unemployed and I believe could come on the cheap (He signed with NE for 1.5 million at the beginning of the year). He also played in the same Tampa 2 style of defense we use when he was in Tampa Bay.
He's a veteran leader, and I feel like it's a low risk, high reward situation.

I live in Denver. The guy has been done for 2 years at least, and has nothing left.
He wouldn’t be an upgrade over Russell, he would simply be a harder hitting version of him. Too slow and too old, he’s a shell of his former self, and we don’t need to add that.
Think about this— how bad is the Broncos D this year? And they cut him?
I’d rather talk Ronnie Lott out of retirement. Or if we’re going for Denver safeties, Atwater. Bad idea, man.

I just saw he made the pro bowl last year, and he had 8 tackles in NE’s final preseason game, not like preseason means anything.

Making the pro bowl doesn't mean he's still a good player.
Like the all-star team in baseball, players who have had excellent seasons in the past but are in decline are often on the team.
The pre-season also means very little, as you said.

I don't think theres a question that he'd be an upgrade
Brian Russell is terribad and all, but I’d rather see him replaced with Adams or even Wallace if they’re going to make a change. I don’t see Lynch being a big enough improvement to justify taking time away from younger players.
And who would you cut? Oh wait, we have two kickers still……

At strong safety, there's a few ...
over-the-hill, washed-up has-beens on the market. However, signing a guy who’s past his prime (e.g., John Lynch, Adam Archuleta, & long-ago Seahawk Jay Bellamy) won’t fix the Brian Russell conundrum. Yet, there’s one in-house option who’d do a patchwork job at free safety, Jordan Babineaux, with the future solution involving the selection of a blue-chip prospect in the 2009 NFL Draft (e.g., Taylor Mays) — or, perhaps, a shift of Deon Grant to free safety, while Jamar Adams takes over at strong safety — but that’s a long ways down the road.
