As someone who doesn't like the Bears I find this depressing news.

As much as we like to pretend otherwise, he’s highly competent, just with a bunch of blind spots. He’d be a valuable addition to any FO, just not as a GM.

I'm not sure how to feel about this statement
Tim Ruskell’s talent evaluation (draft) was hit and miss, and the only real strength I’d put him down for was his ability to manage cap space and sign big free agents. To me, the areas Tim Ruskell looked the best were things that are only applicable if he’s a GM. I do think he deserves 1 more shot at a GM job somewhere- he’s human, and humans make mistakes and learn from them.
That said, he might want to tweak his draft philosophy a little bit. His mindlessly filtering out underclassmen and small school players was controversial at the time, and looks worse in retrospect. His almost paranoid obsession with making “safe” picks in the first round proved anything but. In the end, Ruskell was kind of the anti-Holmgren, he almost refused to make big bets on talent alone, and that is why his roster was so devoid of it by the time he tendered his resignation. Smart man, but he would definitely need to make some revisions to his process to justify another top level hiring.

The first round was a problem zone
But his style worked well in later rounds, and meshes with themes “on the cusp” of contention. That’s why he made sense for the Bears as a personnel man, but not necessarily as a GM.

I think that's the thing, he seemed to have an at least decent idea of talent but he has to tweak his draft philosophy.
All of his issues seem correctable. People in Seattle seem to lump him in with GMs like Matt Millen, but for Millen to be a successful GM he’d have to learn pretty much everything about being a GM. Ruskell seems more like a guy that with a second chance could iron out his mistakes.

That's too bad
He just plays it safe too often. It works out sometimes when you pick a productive college player with weak measurables, but sometimes you just need to take a risk and pick a physical freak. You cant have a team full of 5’11 guys who run 4.7 40’s.
