UPDATE: Not long after I posted this, did I hear some good news. And now, I'm glad to say that this ordeal is over, as long as they sign the dotted line declaring this fiasco over. (until then, it's not official, and no, for legal reasons, digital signature does not count) I'll keep this up as a reminder to myself and for everyone how grim it would have turned out if something was not made.
The whole reason? Even with latest development, I say the talks are likely going to break down again. Why? BOTH SIDES WON'T AGREE ON ANYTHING. And so far, both sides wants most of what they want, and take little or no compromise. And this sucks for fans overall.

The reason? Not only the NFL is being greedy, the Referees are being greedy in return as well. The locked out referees, in their minds, so far during the lockout, have the "me me me me me" mentality that never seems to go away, and are in perfect denial about the wants of the fan. Yes, some referees probably do care about the fans suffering through the atrocious calls made by the replacement referees (See Monday Night Football game against the Packers, even though the call was in the Hawk's favor), at the same time, they are not willing to compromise anything at all to end the lockout.
Until the referee agree to compromise, and get rid of some of their "wants", this lockout will never end. Same goes for Goodell and the league as well. They need to drop some of their provisions and just cave into some of the referee's demands. But so far, both sides are not willing to give into ANY compromise, as the talks have broken down repeatedly.
In the end, unless some miracle happens between now and end of season, if lockout doesn't end by end of week 4, it is extremely likely that NFL referee lockout will not end until after the Super Bowl, and more closer to the 2013 NFL Draft (As long as the world doesn't end this December, which I say WILL happen, sadly, based on current world events).
Fans, it's time to face the reality, and away from the optimism. The referee lockout WILL NOT END this season. (or for matter of fact, in time for the end of the world this December)
