I wanted to see if it showed Russell Wilson as a true outlier in the vain of Malcolm Gladwell. I also wanted to see if the really high picks had a lower rating because they were drafted by inferior teams in general.
(Based on quarterbacks in their rookie year since 1999 with at least 100 pass attempts)
Russell Wilson is definitely shown in some degree as an outlier. His first season was the antithesis of Ryan Leaf's and Alex Smith's first season. His passer rating of 100 is higher than the average at his draft position at 68.
I didn't see any indication that quarterbacks drafted 1st-4th overall suffered in their first year from being picked by an inferior team. Some thrived and some floundered with greater variation than in the later rounds.
