Question about Richard Sherman

As training camp opens, we will begin to see different players filling roles that were vacated by departing free agents. Punt returner is one such role, and a few names have been thrown out as possible candidates: Sherman, Earl, Richardson, etc. My question is, if Sherman is being considered for punts, why has he not been used as a receiver? He might be a great option for a goal-to-go jump ball. 6'3" with great ball skills, former college receiver... The seahawks have needed a tall red zone threat at WR, so why not? Even if he's used just as a decoy, what's the downside? (Of course, I understand the "injury risk" but many starters play special teams.) Can someone enlighten me?
