Why is snap yardage factored in when figuring field goal length, but not for punts?

I figure it's just because when they defined the..
stats it was easier to figure out exactly where a FG was kicked from than a punt because the holder is static while the punter is moving.

Incidental or not,
they have to make that call. It doesn't matter if you accidentally run into the quaterback or kicker, you're still going to be penalized.
