Anomaly or ordinary?

Multiple times in the Week 2 game Vs. Denver, Hasselbeck made the same kind of odd pass. Maybe this is common but I couldn't recall QBs doing this very often:

3rd and 6 on the Denver 28 in the last couple minutes of the 2nd quarter. The 3rd such of these throws. Hasselbeck drops back from shotgun then steps up when the tackles take the D-line around the back of him. He looks like he's going to run for it then bullets it to Carlson in stride. No one was pressuring him but he doesn't stop to set his feet and make a safe throw. He did this for at least two other completions that quarter. Anyone else notice this? What's the deal?
